
Attention: Bureau of Justice Assistance (BJA), Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP) Grantees
This September, in lieu of a national grantee meeting, BJA will join the Office of National Drug Control Policy (ONDCP), the U.S. Department of Health and Human Services (HHS), and national recovery organizations to promote Recovery Month. Specifically, BJA and the COSSAP training and technical assistance providers invite you to join in the month-long observance by viewing and making use of the new resources that are scheduled for release in the coming month. Every September, we celebrate the people who have taken the long journey toward recovery from substance use and support those who are still on the road to recovery. BJA administers a behavioral health portfolio of programs that supports a network of recovery professionals and peers who make the journey toward recovery easier.
New Champions of Recovery videos and additional recovery-related resources will be released throughout the month, so please visit the Recovery Month section of the COSSAP Resource Center each day in September and follow @DOJBJA on social media for regular updates. For grantees wishing to reallocate training dollars in lieu of the FY 22 national meeting:
BJA is aware that all grantees are required to budget funds to attend one national event per year and will review and approve requests to reallocate those funds. Funds can be used for relevant substance use disorder conferences and trainings or other purposes specific to the goals of your COSSAP program. To submit a request to reallocate funds budgeted for this year’s annual meeting, a Grant Award Modification (GAM) is needed for BJA to review and approve the change.
If you plan to reallocate funds within the travel line item, such as for travel to a different meeting or conference, a Programmatic Cost GAM should be submitted to BJA, including a detailed justification of the proposed change and how it will improve your program work. Please note that approval is needed by your BJA policy advisor to utilize funds to attend a different meeting or event. An email including details about the event you wish to attend and how your attendance will benefit your project should be sent to your BJA policy advisor for approval before a Programmatic Cost GAM is completed.
If you prefer to reallocate the funds to a new line item, a Budget Modification GAM will be required. Ensure any new costs are allowable under the COSSAP program but also reasonable, allocable to, and necessary for the performance of your award.
